The Alternative Sentencing Programs Department’s mission is to offer programs that are an alternative to incarceration and that focus on work ethic and a more structured lifestyle with the intent of reducing recidivism and promoting safety of the community.
Functions
The Hamilton County Alternative Sentencing Programs Department consists of five programs designed to serve offenders who are assigned by the Criminal, General Sessions and multiple Municipality Courts located in Hamilton County. The programs provide multiple levels of supervision to assist the courts in carrying out the intended type of supervision and offering an alternative to incarceration therefore reducing overcrowding in the Hamilton County Jail and Workhouse, while also providing services to the community through a variety of community service projects.
Felony Community Corrections
Felony Community Corrections offers an alternative to institutional incarceration for otherwise prison-bound felons. The program provides in-house arrest, electronic monitoring, and drug screens for State Department of Correction inmates who are convicted of non-violent felony offenses. The program is 100% State funded.
Pretrial Services
On July 1, 2018, Hamilton County established a pretrial services program to provide the courts with an alternative to incarceration and additional supervision for people who have been charged with a crime and have not been sentenced and would otherwise be incarcerated awaiting trial or placed on bond. Pretrial Services offers multiple levels of supervision to the courts when assigning people to the program. This program is funded by Hamilton County Government.
Misdemeanant Probation
In September 2001, Hamilton County established a probation system for misdemeanant offenders. The goal of this program is to provide quality supervision, collect and track court costs, track compliance with special court conditions and to generate funds sufficient to cover the costs of operation through the collection of supervision fees. This program is funded by Hamilton County Government.
Misdemeanant Community Corrections
Misdemeanant Community Corrections offers an alternative to institutional incarceration for otherwise workhouse bound misdemeanants. The program provides in-house arrest, electronic monitoring, and drug screens for the Hamilton County Department of Correction inmates who are convicted of non-violent misdemeanor offenses. The program is funded by Hamilton County.
Courts Community Service Litter Grant Program
A unique public works program aimed at litter collection and public litter prevention education to reduce unsightly and environmental harmful litter from the public right-of-ways. The program utilizes non-violent offenders to relieve overcrowding in the prison system by offering alternative sentencing in lieu of incarceration for the collection effort.
These programs are an integral part of Hamilton County's efforts to reduce recidivism and promote safety of the community.
