Tier2 Submit 2004 Tutorial

1.  After downloading the program from the EPA, open it and click on "Start Tier2Submit".

2.  The first screen to appear is the "Facilities" screen as shown below.  Enter the facility information:  Address, Location & ID, Contacts, and Certification.  Access each section by clicking on the appropriate tab.  No information is required under the "State Fields" tab for Tennessee facilities.

3.  For the certification page, check off any attachments you will be submitting.  There are no fees in Tennessee.  In the Signature field, type in the name of the official company representative and then type in today's date.

4.  Once the facility information is completed, click on the "Chem Inventory List" tab at the very top of the page, and then select the "New Chemical in Inventory" tab.  Enter the chemical information.  For each chemical to report, open a "New Chemical in Inventory" page to complete.

4.  Once all chemicals for that facility have been entered, you can add another facility.  If you have only one facility to report, you are ready to submit your information.  Go to "File" and select "Create Submission".  Click on "Start submission validation".  A validation test will be run on your data to check for errors or missing information. If your report fails the validation, you must go back and fill in the missing information or correct the errors until it passes.

5.  Click on "Create Electronic File".  This will create a .zip file that can be saved to your computer and  sent to the LEPC.  Name your file so that it can be easily identified by the LEPC.  For example, if the company's name is ACME, a good file name would be:  acme_2004.zip.  To print your report, click on "Create Complete Paper Report".

6.  Email the zip file to the LEPC (wstuntz@hamiltontn.gov). You can also save it to a floppy disk or CD and mail it to the LEPC.  Print a paper report and send one copy to the state (Betty Eaves, Title III Coordinator) and one copy to the local Fire Marshall.
