What is the Hamilton County Discount Card Program in Partnership with the National Association of Counties?
The card is a joint effort by Hamilton County and the National Association of Counties which we usually just refer to as NACo to provide Hamilton County residents with a discount on prescription drugs

Who can use the Prescription Discount Card?
Any Hamilton county resident, no matter what age or income.

How do you use the Prescription Discount Card?
Using the Hamilton County-NACo prescription discount card is easy. Simply present it at a participating pharmacy. There is no enrollment form, no membership fee and no restrictions or limits on frequency of use. Cardholders and their family members may use the card any time their prescriptions are not covered by health insurance.

Will this card help save money on prescription drugs?
NACo says the average savings is 20 percent for drugs not covered by insurance.

Do the discounts’ vary?
Yes, depending on the medication, but the average savings on prescription purchases should be about 20 percent.

What if I have health insurance, can I use the card?
Yes, if the prescription is not covered by your existing health insurance.

Will my personal information be sold?
No. It is not sold in any way.

Is there a need for this card?
Yes, according to a 2006 Community Research Council study, during a 12 month period, 20 percent; that is one out of five people did not have heath insurance at some point during that period. 9 percent had no coverage for the entire 12 months.

Who is the Community Research Council?
The Community Research Council is a local independent research group that does contract work for the Health Department.

Is there any other study that backs up the Community Research Council’s claim?
Yes, a 2004 Hamilton County study showed 13 percent of our population was without health insurance.

Where can I pick up a card?
We have distributed them to over 100 locations across the county.
You can pick up a card at…
1.)  86 different pharmacies, including Bi-Lo, CVS, Wal-Greens, Wal-Mart and many local pharmacies.
2.)  Hamilton County Health Department buildings.
3.)  Chattanooga-Hamilton County Libraries.

Will this card help seniors who have hit their Medicare Part D temporary prescription cap, pay for their drugs?
Yes, according to NACo there is a deductible amount of $265.00 in which the Medicare-D member will pay 100% out of pocket until reached. The consumer will then pay 25% for their medication until they reach a total out of pocket of $798.75. Example - ($265+$533.75 = $798.75) * The consumer will then pay 100% of their medication until they reach a total out of pocket of $3,850. Example- ($798.75+$3,051.25 = $3,850.00) At this point you will have now reached your full Medicare-D benefit and will only pay 5% for your medication. The amount between $798.75 and $3,850.00 is commonly referred to as the “donut hole.” You may choose to use your discount card when paying the full amount of the drug cost. However if you use the card, this delays your reaching the magic $3,850.00 amount where Medicare D pays all but 5 percent of your prescriptions. So be aware of what you expect to be your annual drug expenditures if you are a member of Medicare –D. In some cases it might better to pay the full amount in order to reach the $3,850.00 sooner, so you will only have to pay 5 percent for your prescriptions. If you don’t expect your drug costs to be that high then you should use the discount card.

Is this formula different than in 2006?
Yes.

Can I use the discount card for pet prescriptions?
Yes, NACo says this card will also help you save money on some of your pet prescriptions at participating pharmacies.

Are there other regional counties where I can use the discount card?
Yes, NACo tells us the following counties are plan partners and you can use the card in these counties.
