About the Tier II Form |
The Hamilton County Local Emergency Planning Committee requires, by the
authority given by the SARA Title III legislation, that Tier II forms (as opposed
to Tier I forms) be used by companies submitting to comply with this legislation.
This form identifies the chemical, its Chemical Abstract Service (CAS) number, its
health consequences, quantities, storage location, and emergency contacts. This
form is utilized by the LEPC, citizens, and other interested parties for a variety
of purposes including emergency planning, hazardous materials response, and right
to know issues of employees, citizens, and HAZMAT responders. Companies that meet
quantity criteria set forth in the EPA's "Title III Consolidated List of Chemicals
Subject to the Emergency Planning and Community Right-To-Know Act (EPCRA) and Section
112(r) of the Clean Air Act, as Amended" must file these forms by March 1 of each
year.
You may use either the Federal Tier II form or the Tier2 Submit software to file
with the LEPC. Use of the Tier2 Submit software is strongly encouraged, but not
required. If you choose to use the Tier2 Submit software to submit to the
LEPC, you must still send a hard copy to your local Fire Marshall and the state
Title III Coordinator. A hard copy can be printed from the Tier2 Submit program. |

Tier II Submit 2007 |
- Tier2
Submit 2007 is a free software program developed by the EPA and NOAA that allows
facilities to enter and submit Tier II chemical information electronically.
The software creates a zip file that can be emailed to the LEPC at
wstuntz@hamiltonTN.gov or can be saved to a CD or floppy disk
and mailed to the LEPC. At the LEPC, these files will be imported into CAMEO
(Computer-Aided Management of Emergency Operations) and used for emergency planning.

Tier2 Submit Software is available free of charge
by downloading from the
U.S. Environmental Protection Agency's web site. On the EPA's web
page, scroll down to Tier 2 Submit Software and choose either the Windows version
or the Macintosh version for download.
