Public Notice of Meetings

To create the
"Windy Ridge Infrastructure Development District"
Hamilton County Board of Commissioners
Hamilton County, Tennessee

Pursuant to TCA § 7-84-701, et seq., also known as the Residential Infrastructure Development Act of 2024, the Hamilton County Board of Commissioners will conduct a public hearing on the Petition filed by Sarath Gangavarapu to “create a Residential Infrastructure Development District.” The Petitioner owns and intends to develop as residential property at least one half of all that parcel of land along Eldridge Road and abutting Chickamauga Reservoir, containing approximately 463.8 acres. Initial costs for certain public access improvements needed for access and use of the parcel exceed $3.5 million dollars. The Petitioner requests that the Board of Commissioners levy a special assessment on each parcel of property within the first 58-acre section of the proposed district for the purpose of funding the aggregate sum of the capital costs. Petitioner further requests that the special assessment shall be levied on a per-lot basis at the time of the sale of the residential lot by the Owner/Developer, in an initial amount not exceeding $1,200 per year per lot, escalating by $100 per lot every five (5) years and that the Developer shall pay $5,000 each time a lot is sold, all until the total funding costs are recovered. A copy of this Petition is filed with the Hamilton County Clerk’s Office.

The public will be afforded the opportunity to address the Commission on matters being discussed.
