Committees the Commissioner serves on:


The Legal and Legislative Committee

Responsible for legal matters involving county government, including relations between the Mayoral and Legislative branches, rules and regulations of the Commission, and State legislative matters. Works with County Attorney and other appropriate persons or agencies.


The Health, Human Services, Personnel, Arts, Recreation, and Public Relations Committee

Deals with all health services. Works with all health related activities, including the County Health Department, the Regional Health Council, highway and other safety programs, and any other health related agencies, to assist in good programs. Works with the Human Services Department, especially in the area of community social services programs.

Responsible for all personnel relations, benefits, grievances, and handbooks. Works with Personnel Office to see that all employees understand personnel policies, benefits to which they are entitled, etc.

Works with other county governmental agencies in public relations and providing public information. Responsible for overseeing recreational facilities, reviewing and making recommendations on county recreation projects. Coordinates county government involvement with the art’s agencies within the community to assist in improving the quality of life in this area.


The Security and Corrections Committee

Responsible for security as it relates to buildings and property, etc. Coordinates with the Corrections Advisory Board to assist in areas concerning prison population and the development of a vocational educational program for inmates. Serves as the liaison between the Sheriff’s Department and the Commissioners. Also provides general oversight of the Judicial Commissioner’s Program.


The Roads, Waste, Energy, Transportation and Zoning Committee

Area of concern includes county roads, sewers, and solid waste. Responsible for the utilization of all rolling stock, garages, and parking lots. To be involved in future planning in these areas to try to anticipate and avoid problems. To seek ways of funding future plans. Also concerned with conservation of energy and development and energy problems. Also coordinates county recycling effort. Works with members of the regional planning commission staff throughout the year in all matters concerning zoning and countywide development. Surveys, studies of existing conditions and probable future developments are also subject to review by this committee.


The Diversity and Equity Committee

Plan information sessions that promote awareness of diversity and equity related issues. Identify and recommend strategies for addressing benefits, as well as, barriers to diversity and equity. Formulate recommendations that will assist in enhancing and maintaining a diverse and equitable environment in county government.


The Delinquent Tax Property Special Committee

To approve the sale of delinquent tax property as presented by the Real Property Division. Responsible for legal matters involving county government, including relations between the Executive and Legislative branches, rules and regulations of the Commission, and State legislative matters. Legislative Staff


Patricia Mitchell, Legislative Administrator

Responsible for County Commissioners' scheduling appointments, conference calls, and meetings. Follows up on complaints and concerns from constituents for Commissioners and manages the Commission Office (which includes staff, budget, payroll, and purchasing)


Melinda Volker, Legislative Assistant

Responsible for front desk and incoming phone calls for Commission Office as well as correspondence, creative writing, and agenda items for Commissioners. The legislative assistant also provides support to the administrator.

District 1 contains the Soddy-Daisy area. District 2 contains the Signal Mountain area. District 3 contains some of Red Bank. District 4 contains the downtown area. District 5 contains the Tyner area. District 6 contains Lookout Mountain and Tiftonia area. District 7 contains the East Brainerd and Apison area. District 8 contains the East Ridge area. District 9 contains the Snow Hill and Harrison area.
